Marcu is Executive Director of the International Emissions Trading Association,
a business association with offices in Geneva, Switzerland and Toronto, Canada.
IETA includes organizations such as bp, Shell, Tokyo Electric, Ontario Power,
Dupont, TransAlta, etc dedicated to the creation of an efficient and environmentally
robust market for greenhouse gases to address the issue of the issue of global
warming and climate change. In this capacity he has been deeply involved in COP
process and the national and international effort to make the provisions of the
Kyoto Protocol operational and create its governance regime Mr. Marcu has spent
most of his career in the electric power industry with Ontario Hydro in Toronto,
Canada where he has worked in many areas of the corporation in a seniuor capacity
including contracts, energy efficiency, regulatory affairs, and international
operations. As Deputy Managing Director of the E7 and Chair of the Climate Change
Subcommittee he has had the opportunity to work on issues related to sustainable
energy development in a sector critical to development and in implementation of
Agenda 21. He has also worked in the field of development as Manager of Private
Sector Cooperation in the United Nations Development Programme, where he has pioneered
cooperation between the UN system and multinational corporations. Mr. Marcu holds
a degree in electrical engineering from McGill University in Montreal and an MBA
form the University of Toronto.
