| Dieter
Helm is an economist, specialising in utilities, infrastructure, regulation and
the environment, and concentrates on the energy, water and transport sectors in
Britain and Europe. He is currently a Fellow in Economics, New College, Oxford.
He holds a number of other advisory board appointments, including the DEFRA Academic
Panel (Chair); the NDA Advisory Board; the DTI Sustainable Energy Panel Advisory
Board; and the DEFRA Task Forces on Regulation and Sustainable Development. He
also sits on the TERRA FIRMA advisory board. He is editor of the Utilities Journal
and associate editor of the Oxford Review of Economic Policy. He is a director
of OXERA Holdings Ltd and Helm Associates Ltd, providing consulting services to
chief executives of leading utilities and financial companies. His career to date
has spanned academia, public policy and business. He founded OXERA is 1982, was
a member of the DTI's Energy Advisory Panel from 1993-2003, and has published
extensively on economic topics. He recently completed a major study of British
Energy policy since 1979 - Energy, The State and the Market, published by Oxford
University Press. He contributes regularly to the news media, and has published
