Distribution System Operators (DSOs) and Transmission System Operators (TSOs) are jointly in charge of maintaining security of supply and quality of service within the electricity system. The increasing share of variable renewables, electric vehicles, active demand and other flexibility resources call for increased cooperation and coordination between DSOs and TSOs in terms of grid planning, operation and data exchange.
In the first half of 2015, the DSO representative associations, including EURELECTRIC, together with ENTSO-E formally committed to dialogue at EU level on a regular basis. This dialogue has been further structured in a formal working group with an active involvement of the European Commission. The work produced is about DSO roles and responsibilities, flexibility, congestion management, active and reactive power as well as data management.
The DSO-TSO platform produced two papers: General guidelines for reinforcing cooperation between DSOs and TSOs and data management. They both provide EU policymakers and national regulatory authorities with recommendations on how to support TSO-DSO cooperation and provide for the efficient use of flexibility.
