The regulatory engines of the Grids Package are warming up. Since the European Commission unveiled the proposal last December, the file has now entered the negotiation phase in the European Parliament , where political groups are reviewing the draft report prepared by S&D Rapporteur Niels Fuglsang and the trans-European energy infrastructure regulation (TEN-E) report by Tsvetelina Penkova.

And timing could hardly be more significant. As the current geopolitical situation pushes energy security and electrification to the top of Europe’s agenda, grids are increasingly recognised for what they truly are: the backbone of the energy transition.
It is therefore no surprise that both the European Parliament and the Council agreed in Cyprus to accelerate negotiations on the file, especially with the upcoming Irish presidency wanting to finalise negations by the end of the year. Because without faster, smarter and stronger grids, Europe’s electrification ambitions simply will not plug in. This was highlighted in Strasburg by Commission’s President Ursula von der Leyen in her speech at the Plenary debate.
Meanwhile in Amsterdam, Eurelectric’s Grids for Speed Hub brought together utilities, DSOs, technology providers and policymakers to discuss how Europe can actually deliver the grid expansion the transition requires.

From political priority to practical urgency
With negotiations on the Permitting Directive accelerating from October to July in the EU Parliament, pressure is growing to remove the barriers slowing down grid deployment across Europe. Permitting remains one of the biggest bottlenecks to Europe’s energy transition.
Some grid projects still take close to a decade to approve, despite construction itself often requiring far less time. As electrification accelerates across transport, buildings, industry and digital infrastructure, that timeline is becoming increasingly incompatible with Europe’s climate, competitiveness and security objectives.
The political momentum is clearly building. The European Commission President Ursula von der Leyen also announced during the plenary that the upcoming Electrification Action Plan will include “an ambitious electrification target” expected for 10 June.
From analysis to acceleration
Meanwhile in Amsterdam, industry leaders focused on the practical terms of the issue: how can Europe move from analysing grid challenges to accelerating real deployment?

Hosted by Siemens Grid Software, the first 2026 meeting of Eurelectric’s Grids for Speed Hub explored the growing operational realities facing Europe’s electricity networks.
Participants agreed that the debate is no longer simply about building more infrastructure. Europe also needs smarter grids supported by digitalisation, flexibility, interoperability and better use of existing assets.
The discussions highlighted how rapidly electricity demand patterns are changing, driven by:
- AI infrastructure and data centres
- Electrified transport and EV charging
- Heat pumps and industrial electrification
- Growing cybersecurity and resiliency requirements
Speakers stressed that Europe’s grids were not originally designed for the scale and speed of new demand now emerging. This is creating increasing pressure on permitting systems, investment frameworks, grid connection queues and supply chains.
At the same time, affordability remains a critical concern. Participants repeatedly underlined that accelerating grid deployment must go hand-in-hand with smarter system operation to contain costs for consumers and industry alike.
Why grids are now Europe’s strategic infrastructure
Grids are no longer just an infrastructure topic they are becoming central to Europe’s industrial strategy, competitiveness and energy security.
Without faster grid deployment:
- Electrification risks slowing down
- Renewable integration becomes more difficult
- AI and digital infrastructure deployment could face delays
- Europe’s ability to reduce fossil fuel dependence weakens
In many ways, grids are becoming the connective tissue between Europe’s climate ambitions and economic resilience.
The conversation moves north
These discussions will continue at Power Summit 2026 in Helsinki, where grids will feature prominently across the programme.
One key session: “Powering Europe’s Future: Delivering the EU Grids Package” will bring together Ralf Blumenthal SVP, Siemens Grid Software, Europe and Volker Raffel , CEO, E.ON Energie Romania to explore how Europe can turn political ambition into practical delivery.
The discussion will focus on financing, permitting, digitalisation and stakeholder coordination but also on a broader question increasingly shaping Europe’s energy debate: Can Europe build the electricity system fast enough to power its future?
The answer may well define Europe’s competitiveness for decades to come.
