- Eurelectric submitted its opinions on consumer and retail market topics to both a targeted and public consultation that will feed into the upcoming Citizens’ Energy Package.
- Focusing on consumer protection and empowerment, the Package will recommend ideas and best practices to Member States on the implementation of consumer-related provisions of the revised Electricity Market Directive.
- It will be published in Q1 2026 as a Commission Communication including multiple non-binding guidance documents.
Implementation and action on national level
The main actions to materialise consumer rights, empower consumers, and fight energy poverty must happen on national and local level. The Citizens’ Energy Package will complement the ample existing EU legislation guiding and prompting Member States to act in these areas. Hence, Eurelectric sees the implementation of the consumer-related provisions in the Clean Energy Package and revised Electricity Market Directive as the most important key driver for effective multi-stakeholder actions on the ground.

Consumer rights and participation
Eurelectric responded to both a targeted and public consultation on the Citizens’ Energy Package by DG ENER. Our messages amongst other topics:
- Electricity disconnections: social policy and preventive measures instead of bans, supported by best practices from Member States
- Pre-contractual information: key principles for conveying these to consumers can be set at EU level, but the decision about content and format (contractual elements, templates, level of standardisation, common terminology) should be decided at Member State level
- Demand flexibility in retail contracts: well-functioning and competitive market environment allows not only for contract choice but also innovation such as hybrid contracts that could spark consumers’ interest to engage more with market price signals if chosen
