Compass Lexecon Advises Wien Energie on Decarbonisation Scenarios for Vienna’s Energy System

Compass Lexecon provided energy economic and modelling support to the municipal energy utility of Vienna to develop scenarios for decarbonising the Viennese energy system. Particular focus was put on decarbonising district heating. The scenarios, illustrate a path for Vienna to achieve full decarbonisation by 2040.

The Vienna city government has set itself an ambitious target to reach carbon neutrality by 2040. Within the framework of adjusted policy objectives, Wien Energie commissioned Compass Lexecon to develop scenarios for decarbonising the Viennese energy system in line with the new targets. This included the sectors heating, cooling, mobility and other end-use energy consumption.

Compass Lexecon experts developed and analysed scenarios regarding energy and particularly electricity demand, as well as the coverage of electricity demand by production within Vienna. Moreover, for each sector, they defined investments needed to achieve decarbonisation targets.

Particular focus was also put on the district heating sector. The Compass Lexecon team analysed decarbonisation with both decarbonised fuels used in CHP plants (green gases) and investments in decarbonised technologies (large heat pumps, geothermal installations and heat storages). Based on this, they developed a cost-optimal generation capacity replacement and extension path to achieve full decarbonisation by 2040.

The scenarios were used to illustrate how the set policy objectives could be achieved and what economic and energy system effects would result.
