    Approach & solution

    Existing: Jointly optimize TSO-DSO network planning on the medium-long term at regional scale (S3RENR).

    • global optimization and anticipation rather than a series of local optimization at each connection application.

    New: Solve congestion with market-based local flexibility services as “plan A”, while relying on permanent Flexible Connection Agreement with compensation on no gain no loss basis as economic and technologic fallback solution.

    • 1st generation DERMS already in place è next gen DERMS under development to support 2nd phase generalization.
    • 2024: tenders for local services already a success è continuous market in preparation (awaiting a decree, later NCDR).

    Benefits

    • Faster connection for customers and lower costs from a welfare perspective
    • 3 stages: 2021-2025 pilot experiment + 210 MW additional connection capacity on 10 PS
      • 2025-2028 1st stage generalization + 1 GW additional connection capacity on ~ 100 TR/PS everywhere ReFlex creates the most value and ReFlex enabled by existing DERMS.
        • 2nd phase generalization starting 2028 everywhere ReFlex creates value.
