Approach & solution
Existing: Jointly optimize TSO-DSO network planning on the medium-long term at regional scale (S3RENR).

New: Solve congestion with market-based local flexibility services as “plan A”, while relying on permanent Flexible Connection Agreement with compensation on no gain no loss basis as economic and technologic fallback solution.
- 1st generation DERMS already in place è next gen DERMS under development to support 2nd phase generalization.
- 2024: tenders for local services already a success è continuous market in preparation (awaiting a decree, later NCDR).
