Refund policy – exclusions
Digital products sold trough the Eurelectric website www.eurelectric.org cannot be refunded as such, although they can be treated on case-by-case basis.
Legal framework falls under EU Directive 2011/83/EU, and even though it is primarily intended to EU citizens, it can apply to the rest of the world by extension, as we operate from an EU country (Belgium).
When you purchase digital content (downloadable files, such as our Power Barometer slide deck and the Excel data pack) and expressly request its immediate supply, acknowledging that you lose the withdrawal right by doing so, the 14-day withdrawal period no longer applies — Art. 16(m) of Directive 2011/83/EU. The express consent is collected at checkout.
VAT schemes
Our digital products are sold with price displayed with VAT excluded. However, VAT is added and charged in the following situations:
- Belgian customers (B2C or B2B [with a valid VAT number for B2B customers): VAT applies with the Belgian VAT rate of 21%.
- B2C EU-based customers: VAT applies with the VAT rate of the country of residence. VAT is accounted for under the EU OSS scheme in the customer’s Member State.
VAT is not charged in the following situations:
- B2B EU-based customers: Reverse Charge Mechanism (Article 44 of Directive 2006/112/EC).
- Outside the EU: out of Belgian VAT (article 21bis § 2.10).
