The European power sector is on the verge of a paradigm shift. Throughout the next decade, the implementation of the Clean Energy Package and the electrification agenda will upend the interactions in terms of trade, services, assets generation or customer environment. These vibrant developments will increase by leaps and bounds the need for distribution system operators (DSOs) to revolutionise themselves, developing new competencies.

While continuing to ensure network connection and reliability, DSOs will have to define ways to integrate decentralised renewables, provide electricity for increasingly electric transport and heating sectors, and manage congestions.

During the past two years, Eurelectric, together with CEDEC, E.DSO for Smart Grids, GEODE and ENTSO-E, have worked one of these particular competencies, developing a framework for the secure management of the electricity system. The Active System Management report is the result of this workload, proposing a joint strategy to address congestions, while establishing procedures for information exchange, together with operational processes and interaction with other actors in the market.
